Bri·and  (brē-änd', -äɴ')  French politician who became prime minister for the first of 11 times in 1909. As foreign minister he was the chief architect of the Locarno Pact (1925), which guaranteed the borders of Belgium, France, and Germany. He also drew up the Kellogg-Briand Pact (1928) and shared the 1926 Nobel Peace Prize. |
