  1. A difference in wage rate paid for the same work performed under differing conditions.

    1. A difference in the transportation rate or the number of vehicles per unit time to the same destination over different routes, so as to equalize traffic.

    2. A difference in rates over the same route owing to differences in the commodities being transported.
