 b.  (as collective noun; preceded by the): the visually handicapped
usage  Nowadays the phrases visually handicapped/impaired and visual handicap/impairment are generally considered inappropriate. It is preferable to refer to someone as having a sight impairment and to talk about blind or partially sighted people
