Questions regarding its legitimacy rose among LGBTQ individuals and activists as Museveni won his sixth presidential term and new MPs were sworn in.

Now that Museveni has refused to assent the bill, it has been returned to Parliament for further review.

The Ugandan LGBTQ advocacy group has also called for Museveni to veto the measure over the clause.

Two-thirds of Ugandans have known no leader but Museveni, and many are struggling to find jobs.

Museveni’s campaign is based on the inevitability that he will be elected, so people won’t risk voting against him if it’s clear he is going to win.

Museveni may have underestimated the extent of the Western backlash to the AHA; this could give him an opportunity to back out.

In short, both Obama and Museveni would be very happy if this whole crisis would just go away.

Maybe Museveni could call for a period of national reflection.

But if this decision is good for President Museveni, it is even better for President Obama.
